District II matches amongst its Member Association Teams have licensed Referees assigned to them by the Home Team's Association or Club. Thus, it is possible that the Match is officiated by a Referee from an organized Referee Chapter (such as EKCSRA), an Association Referee program (such as the NYSA or LWYSA Referees), a specific Club program, or even by a volunteer Referee from the sidelines (should no other Referee appear). What to do if Misconduct occursIf you are the Referee at a District II Match (regardless of how you received the Assignment), and formal Misconduct occurs during the match, and you issue a Caution (Yellow card) or SendOff (Red Card), you MUST follow the appropriate procedures to "file your paper work". This means you ARE REQUIRED to file a formal report indicating why the card was issued for review by the District II Disciplinary Committee.You MUST file a Misconduct Report for EVERY yellow and red card you issue in a District II Match! How to file a Misconduct ReportTo make this easier for you to do and make the process of Misconduct Reporting more effective, District II is involved with a regional project that collects Misconducts from multiple Websites and distributes them, as appropriate. For background on this project, click to the RidgeStar Misconduct Project and read over the Information segment of that site. If you (as a Referee) are associated with either the EKCSRA, NYSA, and/or LWYSA and received your assignment from them, please use their websites to file a Misconduct Report (yes, these organizations are also involved with the Misconduct Project). If you are not associated with any of these organizations and did not obtain your Assignment from them, you can also file a Misconduct directly from the Washington State Referee Committee site (there is NO COST associated with this). Simply logon there, click to Referee: Misconducts and follow the instructions there (make sure you set Authority=WSYSA District II). District II would like you to file your reports electronically, as it has proven to be most effective in dealing with Misconduct in our area and helps us improve the quality of the experience for all participants.
